We have been testing the PowerBI connector and visuals in v3, in my Workspace the user is able to see the project and models online, even in workspace or private access (i had added them as a viewer), however the user cannot load the project and models in PowerBI unless they have edit (paid) rights to the project. Is this by design or an issue with the PowerBI connector?

This is by design. In order to load model data in Power BI (or any other connector), you have to have Editor seat.
