Currently it is not possible to use the viewer offline, although we’re looking into some changes in the viewer that would enable us to do so in PowerBI.
Sadly, we don’t have an ETA for this feature yet.

Just updating my reply to let you know that the we just released a new alpha version of the viewer that will at least ease your loading pains 
It doesn’t allow for offline load yet, but loading times have been increased dramatically. I hope you can give it a try!
