It looks as though the fix of copying the e_sqlite3.dll file as well as the exe from this post was the answer:

C#: Null argument when receiving from SqlTransport with known object ID

Ok, all good here, sorry for the hassle I just copied e_sqlite3.dll from the Speckle plug-in directory to my build directory and it seems all fine now
